Subsidies and Business Support

Some of the support measures and subsidies that you can apply for when you join the Koueikai. These subsidies are only available to those who are members of a merchant association.
Here we have compiled a list of those for those who have just started their business. There are many other support measures and subsidies available to the entire shopping association, as well as to individual merchants. You can gather information from Musashino City, the Tokyo Metropolitan Government Small and Medium Enterprise Agency, etc.

ou may not be able to apply for more than one subsidy if you are applying for one.
You should be aware of the conditions for applying for more than one support program or subsidy that you wish to apply for.
As a benefit, you can also receive subsidies for medical checkups and physical examinations.

  • “Fiscal 2024 Support for revitalization of shopping associations and opening of new stores”

    Overview and Objectives

    200,000 yen or 300,000 yen will be provided to small- and medium-sized businesses that open a store in a vacant store or office in the city and join a merchants' association or chamber of commerce and industry at the time of opening the store and six months after the opening.
    This program is designed to support businesses that contribute to the promotion of industry and the revitalization of the merchants' association by preventing the prolongation of vacant storefronts and supporting businesses that contribute to the revitalization of the merchants' association as well as business startups.

    Eligible Businesses

    1. Small and medium-sized enterprises, small-scale enterprises, sole proprietorships, or corporations other than companies (Note) Corporations other than companies: Public interest corporations, etc. or corporations deemed to be public interest corporations, etc. under other laws (NPOs, etc.) whose employee size is equivalent to that of small and medium-sized enterprises under the Basic Act on Small and Medium-sized Enterprises.
    2. Rent or sublease a vacant storefront or office space in the city and start a business between April 1, 2024 and March 31, 2025.
    3. Join a local merchants’ association or the Musashino Central Area Merchants’ Association (Note: In areas where no merchants’ association is organized, join the Musashino Chamber of Commerce and Industry.
    4. The business must be expected to continue for at least one year. etc.

    Upon application, 200,000 yen or 300,000 yen will be granted at the time of opening a new store (at the start of business), and 200,000 yen or 300,000 yen will be granted six months after opening a new store (after the start of business).

    (1) At the start of business: 200,000 yen (300,000 yen for founders)
    (2) After 6 months: 200,000 yen (300,000 yen for founders)

  • Subsidy for enterprise proposal-type project expenses (abbreviated as “subsidy for proposal-type project”)

    Overview and Objectives

    This is a subsidy program for commercial revitalization projects implemented by merchants' associations based on their own ideas.
    The subsidy can be received at the time the project is launched.
    The purpose of this program is to revitalize local commerce, strengthen the organizational strength of the city's shopping associations, enhance district collaboration, and strengthen cooperation among shopping association members.
    With this subsidy, the Gotenyama Fair received approximately 200,000 yen, which was used for fair game materials, game prizes, and event PR expenses.

    Eligible Businesses

    Events, revitalization projects (e.g., to improve shopping convenience, disseminate information on shopping associations, promote membership in shopping associations, and look out for the elderly)

    Subsidy rate and maximum subsidy amount

    Subsidy rate: 60-90%, maximum subsidy amount: 200,000-2,000,000 yen
    ※The subsidy rate varies depending on the type of organization applying.
    ※As a special exception, in fiscal 2024, the Federation will cover the cost of new projects by subsidizing 100% of the cost of the shopping association, as long as the screening committee approves the project if it is undertaken independently by “a shopping association implementing a small-scale project for the first time or a shopping association that has had no previous experience in the past five years.

  • Electricity subsidy for decorative street lights in Musashino City shopping streets (abbreviated as “street light subsidy”)

    Overview and Objectives

    To promote the creation of a bright shopping district, we subsidize a portion of the amount of electricity for decorative street lights paid by the shopping association.
    Thirty-five shopping associations in the city use this program.

    Eligible Electricity Charges

    • Advertisements, etc. in the name of the merchants’ association or member stores
    • Advertisements of public nature
    • Other advertisements that the mayor specifically approves

    Subsidy amount

    Within 80% of the amount of electricity for street lights paid from April 1 of each year to March 31 of the following year.
    ※Up to 1,000,000 yen per year per shopping association.

  • Musashino City Shopping Association Event Subsidy Program

    Overview and Objectives

    Up to 8 projects are used each year.
    The purpose of this program is to promote revitalization projects tailored to the actual conditions of each merchant association and community.
    At the Onoda Mochitsuki Festival, an event aimed at communicating with local residents around the shopping association was held inside a member store, and children were served freshly pounded rice cakes with three different flavors in a Mochitsuki taiken.
    Auxiliary items were glutinous rice, azuki beans, and sugar.

    Eligible Organizations

    Cooperative organizations of merchants’ associations that are members of merchants’ associations or federations of merchants’ associations

    Subsidy amount

    Subsidies will be provided for the purchase of necessary items for events hosted by the shopping district.
    The maximum amount per project is 50,000 yen. (Consumption tax and shipping costs are included.)

  • Shopping Street Leader Practical Skills Improvement School (held annually in the fall)

    Through lectures by shopping district officials and visits to two shopping districts in Tokyo, participants will learn how to create a shopping district revitalization plan.

    Merchants’ association officers and candidates for officers, shopkeepers and those involved in the management of the shopping district.

  • Go ahead! Young merchant development project

  • Shopping District Start-up and Succession Support Project

    Overview and Objectives

    The purpose of this program is to revitalize shopping associations by supporting the training and opening of new businesses and business successors in shopping associations.
    The program subsidizes a portion of the necessary expenses for opening a business in an area where a shopping association is located.

    Individuals who plan to start a business, small and medium-sized enterprises (corporations and sole proprietors)

    Maximum subsidy amount

    Office development cost: 2.5 million yen, store rent: up to 150,000 yen/month for the first year, up to 120,000 yen/month for the second year, training course fee: 60,000 yen

  • Subsidy Program for Supporting Young Leaders and Female Leaders

    With the aim of revitalizing shopping associations, TMG subsidizes the expenses of young people (under 39 years old) or women who open a business in a shopping association and provides them with opportunities to sell their products at Challenge Shops.
